A Comprehensive Analysis of the Implementation of Government Procurement Law in Metro Manila: Basis for Good Governance among Local Government Units

Abstract

Public procurement is a standard procedure for the government to buy products and services and develop infrastructure projects. Rigid procurement benefits northern hemisphere nations like the European Union (EU). In Australia, they use “Commonwealth Procurement Rules” to get value for money by strengthening local capabilities and skills (Allen, 2020). In a comparative study, Asia outperformed Africa in all parameters except voice, accountability, and procurement complaint handling. (Amankwa & Tetteh, 2022). This research evaluated the three (3) Highly Urbanized Cities based on their scores on four (4) pillars: Economic Dynamism, Government Efficiency, Infrastructure, Resiliency, and Innovation. (Manila, Pasay, and Quezon City) on how well they follow the procurement law’s procedures. Its secondary objective is to identify these LGUs’ obstacles while trying to carry out the procurement legislation. The researcher used a mixed-methods study design and anchored it in Marketization by Christopher Hood in 1991, and the Good Governance Concept, developed by the United Nations Development Programme (UNDP) in 2023. Also, it was found out that the Local Government Units (LGUs) demonstrated the praiseworthy proactive initiatives implemented by cities in Metro Manila, which might serve as a model for replication by other LGUs. Moreover, the government should consider allocating a significant proportion of the yearly budget to ICT modernization for long term investment. This investment aims to respond to core principles of Good Governance such as efficient and effective implementation. Also, addressing the sustainability concerns will secure online procurement platforms and cost-efficiency for suppliers and procurement agencies.

  • Omar R. Manlapas, Rizal Technological University

    Dr. Omar R. Manlapas finished his bachelor’s degree in Political Science at the Rizal Technological University Pasig Campus in 2016 as a consistent scholar. He earned his master’s degree in Political Science at The University of Manila in 2019. In the same year, he also earned his Certificate for Professional Education at Colegio De Sta Teresa De Avila Foundation in Novaliches, Quezon City, and later passed the Licensure Examination for Professional Teachers. He finished his Doctorate in Public Administration degree at the Polytechnic University of the Philippines.

    He served in various headship positions in the Government such as the Department of General Education for Social Sciences, the College of Arts and Sciences’ Committee on Research, the Contracts Management Office under the Procurement Management Office, the Bids and Awards Committee (BAC) and the Anti -Sexual Harassment Committee. Currently, he is the Department Head of Political Science in RTU, alongside being a part-time lecturer at the Polytechnic University of the Philippines- Manila and San Beda University Manila teaching major subjects in Political Science.”

    Dr. CHRISTOPHER C. MANTILLAS is currently designated as the Associate Dean of the College of Political \ Science and Public Administration (CPSPA) and Chairperson of the Doctor of Public Administration Graduate Studies Program and the Department of Political Science and International Studies (DPSIS) at the Polytechnic University of the Philippines (PUP) in Sta Mesa, Manila. A course specialist in various doctorate and masteral courses at the PUP-CPSPA Graduate School and the PUP Open University System.

    He was able to obtain his Bachelor of Arts in Political Science degree with option in International Relations at the Polytechnic University of the Philippines in Manila in the year 1997. He received his Master in Public Affairs major in Strategic Planning and Policy Studies degree at the College of Public Affairs and Development (CPAF) University of the Philippines Los Baños (UPLB) in 2004. In 2018, he earned his Ph.D. in Community Development with cognate in Local Governance and Development (LGD) from the same university.

    A banker for 13 years prior to his stint in the academe having served in various thrift, commercial, and universal banking institutions. Served as Director for Quality Management, Director for Academic Research, as well as the Cluster Chair of the National Service Training Program (NSTP) and as an Adjunct Professor in the Master in Business Administration Program of the Colegio de San Juan de Letran Calamba.

    He was able to attend in various academic conferences in the Philippines, Thailand, Myanmar, Cambodia, and South Korea. He was able to win the Award for Excellent Paper at the 8th International Conference on Environmental and Rural Development (ICERD) that was held in Sukhothai Thammatirat Open University (STOU) in Nonthaburi Province, Thailand.

    A recipient of the Scholarship for Graduate Studies of the Commission on Higher Education K to 12 Transition Program and the Thesis and Dissertation Assistance Program (TDAP) a program collaboration between the Asia Pacific Economic Cooperation (APEC) Philippines Study Center Network (APSCN) and the Philippine Institute for Development Studies (PIDS).

    A member of various academic and professional organizations such as, the Philippine Political Science Association (a member of the Board of Trustees and its External and Special Projects Officer), the Eastern Regional Organization for Public Administration (EROPA), the International Society of Environmental and Rural Development (ISERD), a lifetime member of the Philippine Society of NSTP Educators and Implementers (PSNEI), and a regular member of the Forest and Natural Resources Research Society of the Philippines, Inc. (FORESPI).
