Abstract

The financial assistance under the Energy Regulations No. 1-94, as amended, of the Department of Energy (DOE) was created to further support the host local government units (LGUs)/regions over and above the various taxes received from the utilization and development of the national wealth within their respective areas as provided under Section 289-294 of the Local Government Code by the LGUs. Moreover, this provision is to secure the endorsements of the host LGUs/regions for the implementation of power projects in their area and in the long run will promote harmony and cooperation among host communities and people affected. The study is focused on evaluation of the financial assistance contributed by independent/private power producers in which energy generation facilities and/or energy resources are located in the province of Batangas, allocated among the social development programs, namely: Electrification Fund (EF); Development and Livelihood Fund (DLF); Reforestation, Watershed Management, Health and/or Environment Enhancement Fund (RWMHEEF). The descriptive-normative research design was used in this study.

Author Biography

  • Dr. Noel Hugo D. Binag, Rizal Technological University

    DR. NOEL HUGO D. BINAG has practiced community development with global development agency, Plan-International, Philippines. He served as Division Chief Research Specialist, Rural Electrification Development and Management Division of the Department of Energy from 1997 to 2005. He obtained his undergraduate degree Bachelor of Science in Civil Engineering from Cagayan State University, and his Master’s degree in Public Administration and Ph. D. in Technology Education from RTU. Dr. Binag joined RTU in 2006 after serving for almost 20 years as an overseas Filipino worker, community worker, civil engineer, appraiser, part-time professorial lecturer and national government employee. He was a recipient of the funded study tour on International Delivery Mechanism (Phase II) under the UNDP/GEF PDF-B Project titled “Capacity Building to Remove Barriers on Renewable Energy Development in the Philippines.” London and Scotland, United Kingdom on October 20-November 1, 2002. He also served as a part time faculty member of the RTU, College of Engineering and Industrial Technology, with Asia Pacific College, and with AMA University from 1988 to 2006. Currently, he is a full-time faculty of Rizal Technological University (RTU) and a private practicing civil engineer.
